David Boien is Vice President/Construction Manager with his area of operation lying mainly in the Louisville market. His responsibilities include ensuring the overall success for each project as it relates to preconstruction activities, budget, schedule, cost control, personnel management and project close out. David has enjoyed a wide and varied exposure to both clients and types of projects and is most comfortable with complex phased projects. David prides himself on owner satisfaction and the development of a repeat client. 

Prior to Congleton-Hacker, David’s construction career started as a carpenter and drywall finisher in 1995. He became the manager of that business in 1997 before joining a large general contractor as an assistant superintendent. From there, David joined a global construction company as a project engineer and advanced to the position of project manager, overseeing several large complex healthcare projects. 

In 2006, David joined Congleton-Hacker as a Project Manager and served in that role until 2015 when he was promoted to Vice President after becoming a shareholder in the company. In 2020, David was promoted to his current role as Vice President/Construction Manager.
